After seeing the Hobbit, and reading the book, I am curious of the society and political changes which may occur with having one of our beloved characters being voted president today. Let us begin with the Dwarves.

Thorin II Oakenshield, son of Thráin, son of Thrór, King Under the Mountain
Thorin is a dependable dwarf, stern, and un-moving in his belief and position. He does not take kindly to opposition, and would more likely as not start a war with a neighboring country if he felt it was necessarily. His foreign policy would be weak at best (see his dealings with the town of LakeTown, and Dale). He, like all dwarves, loves gold, and would no doubt spend much of his energy in obtaining and mining the precious metal. He would also no doubt have plans for financing the national debt, and pulling the country back on its feet. He will create vast mines, and tunnels, enlisting the help of scientists, crafters, and miners. Part of his financing would probably be to drastically cut the space program, as dwarves have little need for the stars. However, this flaw may be excused, for they may be convinced to re-build the program if they hear of any sort of precious metal in space. Finally, and possibly most importantly, the country would no longer be a democracy. The dwarves, as does all the races of Middle Earth have royalty, of which the Kings must descend. Furthermore, Thorin would only tolerate a hand picked cabinet of dwarves like himself. He would tolerate the senate, and house, but not approve of any important decisions made without him.

Dwalin, who ruled the Blue Halls after Thorin, is a strong leader, but not as narrow minded or un-moving as Thorin. He would not mind using the same system we humans have put in place. The Senate and House would stay, as well as the judicial branch, and probably about half the cabinet. Dwarves can still be very picky with their trusted friends, and Dwalin, although relaxed is no exception. Dwalin spend a lot of energy building up the Blue Halls, and creating a strong unified stronghold. He would build up the US Defenses on all borders, visitors would be only admitted as messengers, and not allowed to stay (unless they were of dwarfish ancestry, or had a particular skill set). He, like Thorin, would begin a large mining group, deep into the rockies, and cascade rim. He would move the white house to the depths of the largest mountain in the USA (Mt. Mcinley, far in the north Alaskan territory). He would build massive underground structures, impregnable to any attack, and begin re-building the us Treasury.

Seeing as how all 13 dwarves would be a bit excessive, (bomber would not make much of a go at presidency besides) I will skip to the Wizards.

Gandalf the Grey (as he is known in the Hobbit) would neither want nor accept the position of Presidency of the united states. He would gladly accept a chair in the cabinet if Bilbo, or another Hobbit or Dwarf were to take the throne, but he would not directly interfere, only suggest ideas. However, lets not say Gandalf would be ineffective. He is immensely wise and powerful, and would no doubt have a drastic change on the way our government is run. He would wisely counsel the President, and would run errands of a dangerous and thought provoking nature. he can get answers when needed most, and recruit an entire army if the need arises.

Bilbo would also neither want, nor accept a presidency, either of the Shire, and certainly not all of the United States. He might be persuaded to be some form of local political figure, if not too much was expected of him, and he was able to call upon the aid of Gandalf. Bilbo is only a hobbit after all, and has recently come home from quite an adventure.

Smaug of course would make an awful president. He would no doubt settle on top of fort nox, after collecting as much precious metal as he could across our region. It is unknown whether he would bring black gold to lay upon, (that is to say, oil) although I would tend to doubt it. Dragons are very wise about the currently market value of items, but as oil is neither shiny, nor glistens, and it gets everywhere, I think Smaug would ignore it. Paper bills also, have little value to a dragon, but as all the bills in the US are theoretically representative of the gold in fort nox, I am sure that by collecting all gold and silver in the US the dragon would control paper bills in a sort of roundabout way. The US would become desolate, and most of it would be lit on fire at some point or another. The dragon would feast on humans now and again, as well as horses and sheep. They would also fly every Sunday to a pawn shop to finish collecting gold and precious gems.

The elves cannot be included in our speculation, as they do not play a major role in the hobbit. Perhaps I will assess this possibility after I re-read the LOTR Series.
